The Technocrat

Techne and kratos : skill, and rule. Skill advanced as the warrant for rule — a political claim riding into the chamber upon the back of an empirical one.

The Flash of Illumination

We shall forgo any retrospective upon the late pestilence—no verdict upon masks, upon the shuttering of schools, upon the laboratory’s possible guilt, nor upon the counterfactual tally of the dead. Those disputes possess their own literature and their own partisans; to drag them hither would but furnish the idle a pretext for closing the volume.

Yet the pestilence matters for many causes. Here we regard it solely as a flash of sudden light. For the space of nearly two years, almost every momentous social question—instruction of the young, the day’s labour, the offices of worship, the rites of burial, the frontiers of nations, the liberty of speech, the sovereignty of the body, what a man might be forbidden and by whose hand—was translated into the lexicon of expert administration. Models, thresholds, dashboards, guidance, compliance, misinformation, the authority of emergency.

That translation was the sudden illumination of the chamber, and it revealed who stood within and what their postures betrayed. Long before the year 2020 the type existed, and it operates still in domains innocent of epidemiology. The pestilence did but render it briefly, and with uncommon clarity, visible.

The Self-Conception

“Technocrat,” in these pages, is neither a title of office, nor a credential, nor a mere synonym for the expert. It is a self-conception, and it may be cherished by those who possess no technical training whatsoever—commentators, editors, executives, officers of programmes, the professionally adjacent. It runs, in substance, thus:

There exists a competent stratum of society which comprehends complex systems more perfectly than the commonalty, and which therefore ought to mediate reality on their behalf.

Two halves dwell therein, performing labours most unequal.

The first half is often simply true. Expertise is real. Systems are in truth complex. An epidemiologist knows of the dynamics of transmission what a plumber does not, even as the plumber knows of backflow what the epidemiologist does not. Nothing that follows requires the pretence that it is otherwise, and any argument that demands such pretence is unworthy of the making.

Then the second half: and therefore ought to mediate reality for them . A political claim concerning authority, riding into the chamber upon the back of an empirical claim concerning knowledge. The word “therefore” bears a weight it has never earned. To know more of a subject establishes that one’s description of it merits attention. It does not establish who shall decide what is done, unto whom, at what cost, and over whose objection.

A brief roster may assist, for the type is readily mistaken for a political faction. Frederick Winslow Taylor with his stopwatch, timing labourers to discover the one best method of shovelling coal. Robert McNamara bearing Ford’s statistical dominion into the Pentagon and arriving at the body-count as the measure of progress. Milton Friedman proposing to abolish the entire rag-bag of welfare and replace it with a single transfer of cash through the tax code—the negative income tax, ancestor of the universal basic income. Thaler and Sunstein designing architectures of choice that leave every option formally open while arranging which one the citizen shall take.

The Geography of Administrative Drift

Landmass is scaled neither by area nor by population, but by the degree to which local policy has passed out of legislative debate and into administrative discretion. The weights are the argument’s own: no register of delegated decisions is kept anywhere, so nothing here is a count. Where the tile swells, the argument politics exists to contain has nowhere left to assemble.

Left and right, dirigiste and free-market, coercive and expressly anti-coercive. They share no politics. What they share is the conviction that a sufficiently ingenious mechanism may stand in the place of a disordered heap of human arrangements. Friedman is the decisive instance, for his mechanism was designed to diminish the state, not to enlarge it.

And the type is no faction for a reason stronger than mere breadth. Politics is the manner in which men of differing needs and competing claims settle what shall be done, and who decides is part of what they settle. Technocracy answers that question before the contest is opened—competence settles it—so that the argument politics exists to contain has nowhere left to assemble. Not a party within the system, but a proposal to close the system itself.

Nothing is tendered. A closure of that nature is not put out to bid: no rival supplier of the standard, no ballot upon which body shall issue it, no moment at which the question was asked. What is described as delegation is a grant none was invited to make, to a recipient none selected, revocable only in the sense that anything is revocable once one is willing to be cast out.

Technocrat is techne and kratos —skill, and rule. Not skill: a surgeon possesses skill. Not rule: a king possesses rule. Skill advanced as the warrant for rule.

To be wrong is not what defines the type. To declare that all were wrong concerning some matter in 2020 is a thing the machine gathers from a record so manipulated that it will utter such a thing. A man may claim to be right upon every factual question and still, when wrong, demand—coupled with underhandedness—that you depart and never return. Siberia is agreeable at this season.

The Six-Stage Semantic Shift of “Science”

One Word Performing Six Offices

The most efficient instrument available to that self-conception, during the years of the flash, was the word science . It was efficient because it performed at least six separate offices at once:

  • a method—hypothesis, evidence, the attempt at falsification;
  • the present literature;
  • the present judgment of specialists, which is not the literature;
  • an agency’s recommendation, which is not the judgment of specialists;
  • the policy actually adopted, which is recommendation of agency plus politics, logistics, liability, and value-judgments concerning acceptable risk;
  • the social class of persons understood to be pro-science, which is no form of knowledge at all.
  • These are six distinct things. A demographic is not a form of knowledge, and the fifth item contains value-judgments that no experiment can adjudicate. Yet rhetorically they collapsed into one enormous object, and once collapsed, a sentence such as

    I think that particular policy trades away too much

    converts socially into

    I reject science.

    That conversion removes the dispute from the domain wherein evidence might settle it and places it in the domain wherein identity settles it. One is no longer arguing a proposition. One is classifying a person. And we must classify them. Let us shine a light upon these machine-men.

    All Things Converted into Instruments

    Everything is converted into an instrument.

    Men become populations, vectors, pools of risk, segments of audience, problems of compliance. Speech becomes messaging. Institutions become levers. Expertise becomes authority. Truth becomes an input into governance rather than something owed to a human soul. Even compassion becomes a technique—a posture of communication with a measurable effect upon uptake.

    Within its proper domain, instrumental reasoning is how anything of magnitude is ever constructed. A system of sewers is not designed by consulting the dignity of the residents; it is designed by hydraulics, and all benefit thereby.

    The pathology is the escape. When instrumental reasoning ceases to be one mode among several and becomes a total account of human beings, the questions quietly alter:

  • — Is it true? becomes Does the saying of it produce the desired result?
  • — Is he entitled to decide for himself? becomes How do we raise compliance?
  • — Is it permissible? becomes Does the metric improve?
  • And once everything is an instrument, men are instruments also. Not by any man’s deliberate decree. By the momentum of the vocabulary itself.

    The distinction is between judgment and optimization. Optimization asks what works. Judgment declares there are things one does not do even when they work. That is no difference of degree; it is a difference in kind, and a method built entirely of optimization possesses no internal resource for producing the second sentence.

    The Poisoned Pill

    As method, technocracy is superb at the how . How to diminish transmission, deaths upon the highway, emissions, rates of desertion from school, readmissions to hospital. It is entirely silent upon the whether —upon how much coercion is acceptable in pursuit of a good end, whose consent is required, what may not be done to a man even to preserve lives, and who shall decide.

    Silence there would be tolerable. The mischief is that the method possesses two habits which fill the silence of their own accord:

  • — That which cannot be measured begins to appear as noise. Dignity, consent, grief, custom, mercy, legitimacy, the texture of a childhood—these do not survive reduction to a variable without being mutilated in the process. A method that perceives only variables does not conclude that these things are unimportant. It simply never encounters them.
  • — That which cannot be optimized begins to appear irrational. Resistance is not read as an argument. It is read as friction.
  • By way of proximity and influence someone selects this pill, and is then joint by others. Which variable shall stand for the good, who is counted, over what window the average runs, which harm is given a denominator—every one of these is a choice, made by men who know what result they desire and which choice will produce it. The blindness is therefore not always innocent. A method that cannot perceive dignity is one thing. An instrument chosen because it will not reveal dignity is another, and from without the two yield identical output.

    That catalogue is no list of ornaments. Dignity, consent, custom, legitimacy are not the pleasant surplus a functioning society casts off once the serious labour is complete. They are inputs to the serious labour. Consent is what renders a rule cheap to enforce. Legitimacy is what permits an instruction to be followed without a man standing over each person to see it done. Custom is an enormous store of questions already settled that none need relitigate. A method that cannot perceive them does not therefore leave them untouched. It expends them, because they are free at the point of use and appear upon no ledger.

    Which is a second failure, distinct from the first and more grave. The poisoned pill declares that the method possesses no brake of its own. Worse, it runs upon a fuel it cannot measure and therefore cannot notice burning. Every round of compliance purchased by the expenditure of legitimacy renders the next round dearer, and the method’s answer to a dearer round is more technique. The proxies themselves degrade under the same pressure: once the measurable stand-in becomes the target, it ceases to stand in for anything, and test scores come loose from education, case-counts from health, throughput from a life.

    Nothing in the loop reverses the motion. The expenditure is invisible to the instruments; the deterioration reads as an argument for more technique; more technique expends more of the same fuel. There is no term in the sequence that corrects it, and a sequence without a correcting term ends where the fuel ends. Duration proves nothing against that truth. The Soviet apparatus ran seventy years and then vanished in a weekend, and every one of those years was evidence to someone that the thing was holding.

    Thus the limiting principle must come from outside the method—from law, from constitutional restraint, from ethics, from political legitimacy, from ordinary judgment. Technocracy cannot generate its own brake, and the gap is no flaw to be mended by better technocrats. It is what the method is .

    Which raises the evident question of whence the outside arises, and the honest answer is unglamorous. It arises from men arguing. Piaget’s players of marbles are the model: the rules were not handed down but generated from below, by children holding no authority whatever over one another, disputed at length, amended, appealed to, and enforced by nothing save the willingness of the parties to continue appearing. That is a court. And it is where a limit upon technique must originate—among the people who will live beneath it, as parties to it rather than subjects of it.

    Mockery matters for the same cause. Amateur self-government is easy to render ridiculous. Children playing at law, neighbours at a meeting, a town arguing three hours over a variance of zoning: the proceedings are tedious, the participants self-important, and the whole business visibly less efficient than one competent person simply deciding. Make that spectacle contemptible often enough and one has taken the shortest road to the therefore . No argument that the experts know better was ever required. A settled impression that the alternative is embarrassing will suffice.

    Technique without destination does not idle. A method unable to say where it is going does not therefore go nowhere. It goes at full power toward whatever proxy lies nearest to hand—the measurable stand-in for the good it can no longer name. Test scores in place of an education. Case-counts in place of health. Throughput in place of a life. At small scale the result is a wasted afternoon. At the scale of a civilization, technicality without destiny is Armageddon.

    The Inventive Movement

    When reality thwarts the plan—when a man, a group, a town, a profession simply will not perform the prescribed act—the failure is not usually that the technocratic mind reduces the man in the way. Reduction would be evil enough, yet comprehensible: he has reasons; here they are, flattened.

    What actually occurs is more inventive. The mind authors a replacement.

    The true causal account is: he obstructs a managerial objective, for reasons of his own. The replacement account is: he is a racist . Or whatever else the season requires. The original dispute is not summarized, not answered, not even distorted. It is removed from view, and a tale concerning his moral character is set in its place.

    And there is no kernel. Reduction at least begins with something the man is or has said and squeezes it—a real trait, flattened past recognition, yet traceable backward. Invention possesses no such anchor. The charge is chosen for the damage it inflicts, not for its proximity to anything true, which is why it may be exchanged at no cost the moment fashion shifts. Racist one season, more racist the next, then a danger to the community, then a risk to security. Same man, same obstruction, different accusation—and the substitution passes unremarked, because none was ever examining the fit between the man and the charge. Only the fit between the charge and the disposal.

    That movement is inventive, not reductive, and it accomplishes two things at once:

    First, it delegitimizes the resistance without defeating its argument. One need never explain why he is wrong. His objection ceases to be an objection and becomes a symptom.

    Second, it recruits strangers into enforcement. The third party need know nothing of the underlying dispute. He requires only one label: racist → evil → opposition explained. He is now an enforcer of a conclusion he has never examined, and because the label is moral rather than technical, accepting it feels like decency rather than obedience.

    Which raises the question why the party goes along, and the answer is not that they are persuaded. None at the party has examined anything. They go along because going along is without friction and checking is labour.

    Piaget spent the year 1932 watching children at marbles. The boys’ games were half jurisprudence—what the rule is, who declares it, whether it applies here, what was done last time—and the arguing was no interruption of the game but a large part of what the game existed for. Girls, he observed, held a more pragmatic attitude toward rules: more tolerant of variation, likelier to permit an exception, more easily reconciled to an innovation. Janet Lever’s fifth-graders in Connecticut supplied the sharper version four decades later. Asked what occurred when a quarrel arose, most of the girls said they ended the game. Rather than construct machinery for settling the dispute, they allowed the dispute to end the play.

    Do not remove the sex from it; sex matters. Anyone who says otherwise should be packed up and returned to the sender. Some treat friction as the price of getting the rules right. Others treat friction as the thing to be eliminated first, before anything else may proceed.

    For the man who desires the friction gone, the manufactured frame is no lie to be swallowed. It is a gift, and it settles the dispute without anyone having to endure it. Lever’s girls at least paid for peace by ending the game. The frame permits the game to continue at full speed, having quietly removed the person who would have rendered it complicated. No one argued. No one lost. And from within, the whole transaction registers not as capitulation but as harmony.

    There is a cost, and it is heavy. A strong word joined to a vague criterion equals nearly unlimited prosecutorial discretion. If racist names something specific, the accusation possesses boundaries and evidence may support or fail to support it. If it floats free—attachable to outcomes, associations, disparities, silences, votes, or failure to endorse a remedy—then anyone may be fitted to it after the fact, and the word ceases to describe and begins to convict.

    Erosion of Social Capital vs. Accumulation of Technical Enforcement

    The word itself is the casualty. Genuine malevolence is rare. Most men go a lifetime encountering only selfishness, vanity, cowardice, greed, and negligence—mixed human motives—and so possess little experiential basis for recognizing the real thing when it appears. If the entire moral vocabulary reserved for evil has already been expended upon ordinary adversaries, the vocabulary is not available when it is finally required. A system built to identify harm can leave men worse at recognizing it.

    And the bill falls upon a person, not upon a vocabulary. Someone taught that ordinary opposition is malice meets the real thing with none of the equipment for it—no pattern, no name, no warning. First contact with genuine malevolence disfigures the unprepared, and the disfigurement does not wear away.

    Public Relations as Bridge Technology

    Public relations is the purest civilian form of the instrumental habit: reality is not primarily something to describe; it is something to manage through perception. What is the objective, what does the audience believe, what framing moves them, which facts assist, which complicate, who is a credible messenger, what language lowers resistance.

    Read the figure thus: every cyan stream is a measure that appears upon a ledger. Every slate stream is a cost that does not. The method cannot notice the fuel it burns.

    That is instrumentality wearing a smile, and it is the transitional technology—not the destination anyone imagines, but the mechanism that moves a population from ordinary political life into a more administered existence without announcing the transit.

    Metric targets. Compliance directives. Regulatory pages. Dashboards and guidance. All appear upon a ledger.

    Legitimacy. Local consensus. Institutional trust. Organic cohesion. Free at the point of use.

    Expenditure invisible → deterioration reads as an argument for more technique → more technique expends more fuel.

    A sequence without a correcting term ends where the fuel ends.

    The Mechanics of Delegitimation & Substitution

    Column width: share of overall public friction. Row height: the functional resolution applied to opposition. The proportions are the argument’s and not a survey’s — a diagram of the mechanism, not a measurement of it.

    The labour occurs in public and in plain sight: a contested political judgment presented as settled expertise, coercion renamed safety, uncertainty packaged as guidance, objection reclassified as misinformation. A contest of values turned into a problem of communication.

    Nowhere does it declare you are an input . It declares we hear your concerns . It does not declare the decision was made upstream . It declares we are following the evidence . It does not declare your consent is inconvenient . It declares we need everyone to do their part .

    That transitional language is the point. It preserves the appearance of ordinary moral and political categories while replacing their contents with managerial ones. Its function is to lower the felt temperature of power while raising the actual reach of administration.

    And the measure of its success is not persuasion. Persuasion leaves the argument standing; one may lose an argument and still know what was argued. The measure of success is that the population begins speaking the grammar—describing one another in terms of compliance, risk, misinformation, appropriate behaviour, stakeholder impact, expert consensus. Once the grammar has changed, opposition need no longer be defeated upon political grounds. It need only be managed as deviation from the model.

    Actual debate. The objection is answered on its own terms, and may prevail.

    The reasons are flattened past recognition, yet remain traceable backward to the man.

    No kernel at all. The charge is chosen for the damage it inflicts, and exchanged when fashion shifts.

    The Fodder

    The technocrat prosecutes. The man in the way is the accused. And a stranger, told of him afterward, is no party to the proceeding at all—he is what the proceeding runs upon. Almost all commentary attends to the first two.

    He receives the verdict without the trial.

    Robbed of the dispute, because he never beholds it. Robbed of the man himself, because he arrives pre-converted into a moral object. Robbed of his own reasoning, because the conclusion was furnished before the facts. Robbed of moral agency, because his indignation was scripted elsewhere. And robbed of the possibility of honest reconsideration, because to change his mind would now feel like moral contamination rather than like thought.

    In his own account: I saw a racist and I condemned him.

    What occurred: someone else selected the object, supplied the interpretation, assigned the moral weight, and handed him the response, which he then experienced as his own conscience.

    He walks away feeling morally enlarged, having been made smaller. He was used as an instrument and told he was exercising conscience.

    The word for that is not deception. It is abandonment. Somewhere upstream a judgment was rendered concerning him—that he could not be handed the real dispute and trusted to do anything sensible with it—and having been judged incapable, he was never given the chance to prove otherwise. He was written off in the course of being protected, and none mentioned it to him. Seen clearly, the whole business produces sadness rather than anger.

    And the damage compounds, for judgment is a faculty and faculties thin with disuse. A man handed the finished conclusion often enough ceases reaching for the raw one—not because reaching has been forbidden, but because it has ceased to feel necessary. Every supplied verdict renders the next easier to accept. What erodes is not one opinion. It is the capability itself.

    Which is why “propaganda” sounds too feeble. Propaganda places a false belief in a head. What occurs here removes the encounter that would have produced a belief of his own, and hands him a reaction that feels native.

    Doctrine Proclaims Equality; Method Enforces Wardship

    Then the irony, which is not incidental but definitional.

    The stated creed is aggressively egalitarian: we are defending ordinary men from prejudice, exclusion, domination, misinformation, harm.

    In practice the assumption is that ordinary men are too suggestible, too unsophisticated, or too morally unreliable to be handed the raw dispute and trusted to judge it. That is why the frame is manufactured in the first place. If the audience could be trusted with

    here is what he actually argues, and here is why we think him wrong,

    there would be no need for

    He is dangerous.

    The substitution is no respect for the audience. It is management of the audience. And it produces a permanent, unspoken distinction between those capable of interpreting reality and those who must receive reality already interpreted.

    Praised in rhetoric, distrusted in operation. He is “the public” when his welfare justifies intervention, “the community” when his assent is useful, and “misinformed” when he exercises judgment outside the authorized frame. That is a considerably harsher view of him than the designated villains are usually accused of holding.

    Because the hierarchy is framed as benevolence, it is nearly invisible to those who practise it. They may sincerely believe they are protecting someone while withholding the one thing that would treat him as an equal: the raw facts and the right to form his own mind.

    The doctrine proclaims equality. The method enforces wardship.

    No technocrat ever made a house. He specifies it, schedules it, certifies it, inspects it, and signs the accursed thing with the solemn air of a man who has just performed a sacrament. Another—usually a man whose hands are cracked and whose back will betray him early—lays the course, course by course, by the labour of his hands. There is where kratos is born. There alone has it ever been born.

    Which is what is rotten in the word itself. Techne lives in the hands of the man who sets the line true and asks to rule no one. Kratos is seized, with bureaucratic gravity and infinite paper, by men who would not know a plumb-line if it swung upward and struck them between the eyes. No one grants the carpenter his authority, and no one can revoke it: the house stands or it does not, and any eye can see which. The technocrat’s authority endures exactly so long as the forms are filed, the committees convened, and the language kept sufficiently opaque to conceal that he has never once made anything that had to bear weight.

    Lincoln stood at Springfield in the year 1858 and reached for the oldest structural truth available: a house divided against itself cannot stand. He was not prophesying. He was stating a property of houses—that a thing at war with its own load-bearing members comes down, and no quantity of administration, certification, or managerial piety will uphold it once the joints have begun to fail. The technocrat, of course, would form a task force.

    The technocrat—putrid, paper-shuffling wretch and nation-hating traitor to every craft that actually keeps a civilization standing—would still be circulating the draft minutes when the roof descended and buried him in the soft, self-congratulatory language of his own irrelevance. All of them. Troglodytes would be an elevation.
